An appellate court justice recently backed the State Bar’s request that he release a $3.5 million surplus from last year to the agency for spending on its attorney discipline system.

Justice Elwood Lui of the 2nd District Court of Appeal was appointed by the state Supreme Court to oversee the bar’s spending of a special court-approved assessment lawyers had to pay to fund the agency in 2017.
