SACRAMENTO — Leading a coalition of 17 states, California sued the U.S. Environmental Protection Agency on Tuesday over a decision to roll back vehicle emissions standards.

The suit — one of 32 California has filed against the Trump administration, according to Attorney General Xavier Becerra at a Tuesday morning press conference — covers familiar ground.
