In a split decision, a majority of a 4th District Court of Appeal panel voted Wednesday to deny Attorney General Xavier Becerra's attempt to seek an immediate stay of Judge Daniel A. Ottolia's ruling that the state law was invalid during the pendency of an appeal. Becerra v. Superior Court (Riverside)
