In a case pitting land use against coastal access, an appellate panel ruled San Diego can prohibit people from accessing a beach in order to protect seals that breed there.

The 3-0 decision Thursday from the 4th District Court of Appeal reverses a trial court ruling that set aside a city ordinance banning people from Children's Pool Beach in La Jolla during the seals' nearly 6-month breeding and pupping season.
