9th U.S. Circuit Court of Appeals Judge Sandra Ikuta wrote for a conservative-leaning, two-judge majority, upholding two Arizona voting laws challenged by the Democratic National Committee as unconstitutional.

Two Arizona election laws that critics say disenfranchise minorities were found to be constitutional Wednesday by a divided panel of the 9th U.S. Circuit Court of Appeals.

A conservative-leaning, two-judge majority upheld the state's practice of not counting ballots cast in incorrect precincts. It also ruled Arizona's decision to criminalize the delivery of third-party ballots by non-family members was acceptable.
