SAN FRANCISCO - Circuit Judge Carlos T. Bea has a unique slant on the 9th U.S. Circuit Court of Appeals' staggering immigration docket.

Bea, 74, was born in Spain's Basque region and is himself an immigrant, the son of a Cuban father and a Spanish mother. Indeed, a U.S. immigration officer once ordered Bea deported and he was forced to plead his case before the Board of Immigration Appeals.
