California is one of few states implementing new anti-harassment rule
An ABA rule concerning harassment and discrimination is hotly debated by states. So far, most have opted to reject it.
States are increasingly rejecting an American Bar Association ethics rule prohibiting attorneys from engaging in harassment or discrimination. California is adopting a narrower version of the rule in November, when its new rules of professional conduct go into effect.
