The rule of law can’t exist without strong enforcement

After the COVID-19 pandemic, conservatives should be hard pressed to utter these slogans. Reasonable people have always appreciated the need for an energetic government that acts quickly to solve problems that are truly national in scope. The current crisis should teach us that states need help to address problems that cross borders, such as pandemics or financial market failures.
