9th Circuit asks if counsel is a must in asylum interviews

"Congress elected not to provide a right to counsel during the actual interview itself," U.S. Department of Justice attorney Brian C. Ward told a 9th U.S. Circuit Court of Appeals panel.

A federal appellate panel peppered attorneys with questions Friday about whether asylum-seekers have the right to counsel during interviews to determine if they must stay in Mexico while their case is decided.
