Legislature names new top lawyer, Cara Jenkins

After confirmation on Dec. 7, Jenkins will be the 11th leader in the legislative counsel’s 107-year history, and the second woman to head it.

The California Legislature has named its new top lawyer. Lawmakers are expected to confirm Cara L. Jenkins as the new legislative counsel when they convene Dec. 7.

The office has 80 attorneys and acts as a nonpartisan law firm for lawmakers. Its major tasks are drafting legislation and legal opinions about the constitutionality of bills. It also compiles an index of bills, drafts contracts, and provides legal advice to legislators...
