Ousted utility commission official claims retaliation in lawsuit

Alice Stebbins, former executive director of the California Public Utilities Commission, alleged the commissioners resisted her efforts to make fiscal and other changes. The commission accused her of inappropriate personnel actions and failure to provide accurate information.

An ousted top official sued the state's utility regulator alleging retaliation for blowing the whistle on a system she said was mired in bad recordkeeping and a failure to collect fees from power companies. The commission responded that she had taken inappropriate personnel actions and provided inaccurate information.
