9th Circuit seems unwilling to block California’s retirement account program

The program, known as CalSavers, violates the Employee Retirement Income Security Act of 1974, or ERISA, the Howard Jarvis Taxpayers Association argues.

A taxpayer group's bid to block California from offering retirement accounts for workers drew skeptical questioning from a 9th U.S. Circuit Court of Appeals panel Monday.

Laura E. Dougherty, an attorney with the Howard Jarvis Taxpayers Association, seeking to reverse a district judge's decision, argued the state was infringing on federal territory by creating a program allowing employers to deduct money from workers' paychecks.
