Prison rules barring sex offenders from early release voided by judge

Voters passed Proposition 57 by a nearly 30 point margin in 2016. It was designed to force the state to release some nonviolent inmates from its overcrowded prison system. As written, Proposition 57 did not exclude sex offenders — something opponents repeatedly highlighted during the campaign.
