With the Biden administration unveiling a massive plan to build wind turbines along the coast of California, lawyers weighed in Tuesday on the legal issues ahead.

The announcement came after the Department of Interior brokered a deal with the Department of Defense, which had objected to the development because it would interfere with naval operations.
