The U.S. government has accused San Diego officials of improperly regulating water flow from Mexico to the United States in violation of international treaties.
In a lawsuit filed on Friday, the government said that a permit regulating a government-run water treatment plan in San Diego contained improper provisions. The permit is issued by the California Regional Water Quality Control Board, San Diego Region.
