Oil and gas and cities – Oh, my!

Everything is big in Texas. So the stakes were high. Trinity’s appraiser testified that, before the permit denial, the fair market value of Trinity’s property was between $26,580,000 and $40,698,000. After denial of the permits, the value was zero.
