Sacramento homeless camps can’t be cleared in heat wave

The temporary restraining order U.S. District Judge Troy L. Nunley issued on Thursday has become an annual tradition in the state capital.

In what might become an annual tradition, a federal judge has barred sweeps of homeless camps in Sacramento during a coming heat wave.
