County failed to protect child killed by gangs, suit says

“If Child Welfare Services and the Tulare County Sheriff’s Office had discharged their mandatory duties, this tragedy could have been averted,” the complaint read.

Attorneys from Panish Shea Boyle Ravipudi LLP filed a wrongful death lawsuit on behalf of the father of 10-month-old son Nycholas Parraz, who was killed in a mass shooting in Goshen in January that authorities believe was gang related.
