Harvard Law professors’ brief says state can’t punish professor for testimony

A contract between the state Department of Education and a research center prohibits researchers from testifying against the government, but allows them to testify for it, said the amicus curiae brief.

Two Harvard Law School professors and the ACLU have filed an amicus curiae brief supporting a Stanford professor who is being threatened with penalties for providing an expert report against the California Department of Education, which claims he breached a university data research agreement.
