Agency sued over letting 2 districts seek cheaper water

The complaint claims that the San Diego County Local Agency Formation Commission failed to substantially review the environmental and fiscal impacts of a proposal to remove the two districts to Riverside County.

The San Diego County Water Authority is suing a watchdog agency for allowing two local districts to break away and buy cheaper water from Riverside County.

The lawsuit accuses the San Diego County Local Agency Formation Commission (LAFCO) of abusing its discretion and flouting procedure to jam the detachment deal through.
