Inmates lose bid for monitoring of solitary confinement
9th Circuit Judge Ryan D. Nelson found that the settlement agreement established narrow conditions for granting 12-month extensions for the initial 24-month compliance monitoring period.




A 9th U.S. Circuit Court of Appeals panel blocked more extensions of the monitoring of a 2015 settlement agreement that ended the practice of putting inmates in solitary confinement for long periods or indefinitely based solely on prison gang affiliation.
