CARE Court begins with a whisper, not a bang

The official launch of CARE Court on Monday came with more of a whisper than a bang as petitions trickled into the seven pilot counties throughout the state who will provide non-compulsory programs designed to give those suffering from severe mental health disorders easy access to health and housing resources.
