LA sued again over how it charges ratepayers for services

The city is accused not only of charging too much and charging disproportionately, but using the revenues “for a purpose different than that for which the charges were imposed.”

The city of Los Angeles is again accused of violating the state Constitution in the way it charges ratepayers for utility and other services.
