Bail bond firms challenge authority of insurance commissioner
The plaintiffs contend that sections of the California Code of Regulations are inconsistent with the state and U.S. Constitutions in that the regulations are vague and overbroad, prior restraints on speech, and adversely impact the arrestees’ right to counsel.
