Chaos in juvenile hall means violent offenders will be released
Los Angeles County District Attorney George Gascón has a policy of not transferring minors who commit murder and other horrific crimes to criminal court, despite the failures of the juvenile system to reform them.

Los Angeles County Juvenile Halls, where juveniles who commit murders and other violent crimes are housed, are a mess. On Feb. 8, after years of non-compliance, several warnings, and extensions, the California Board of State and Community Corrections gave Los Angeles County 60 days to correct all failures or close two facilities.
