Lawmakers ready bills for potential retail theft reform

Several bills now include portions that lay out how they should be interpreted in scenarios where voters pass -- or reject -- Proposition 36 on the fall ballot.

Both houses of the California Legislature approved packages of bills designed to fight retail theft. Notably, these bills no longer contain provisions declaring them inoperable if voters pass an overhaul of Proposition 47.

Instead, several of the bills now include portions that lay out how they should be interpreted in scenarios where voters pass -- or reject -- Proposition 36 on the fall ballot. Some of the bills also state that they are severable and should "remain in full...
