9th Circuit panel doubts state's gun-a-month limit is constitutional
Deputy Attorney General Jerry T. Yen argued the 1999 statute was intended to block "straw purchases," in which people buy a lot of guns and sell them on the black market. But judges on the panel said the law was not limited to gun purchases by dangerous persons.
A 9th U.S. Circuit Court of Appeals panel on Wednesday appeared to take a dim view of a California law that limits gun purchases to one per month, questioning whether the statute is constitutional under a key 2022 U.S. Supreme Court decision.
