Beverly Hills faces second lawsuit over rejected apartment development

The latest lawsuit accuses Beverly Hills of imposing illegal requirements on the property developer to avoid deciding on the proposed 165-unit project.

A corporate entity controlled by developer Leonid Pustilnikov has accused the city of Beverly Hills of violating the Housing Accountability Act by failing to approve a 165-unit residential project.
