The Bay Area Air Quality Management District and the California Air Resources Board have reached an $82 million settlement agreement with Valero Refining Co. over air quality violations at its Benicia refinery. The district said the settlement was the largest penalty it had ever issued.
The company did not admit any violation and said it settled to avoid litigation.
