Oxnard campaign donation limits unconstitutional, 9th Circuit rules

Overturning a lower court's decision, a panel of the 9th U.S. Circuit Court of Appeals ruled that an Oxnard voter-approved initiative, which imposed limits on campaign finance contributions from individuals and political action committees, violated the First Amendment.
