Oxnard campaign donation limits unconstitutional, 9th Circuit rules

Though the voters approved the measure, the City Council promoted it, and it targeted a man who had attempted to recall most of the council members, 9th U.S. Circuit Court of Appeals Judge Daniel Collins wrote.

Overturning a lower court's decision, a panel of the 9th U.S. Circuit Court of Appeals ruled that an Oxnard voter-approved initiative, which imposed limits on campaign finance contributions from individuals and political action committees, violated the First Amendment.

The dispute concerned an Oxnard statute that imposed a $750 limit on campaign contributions by a single person for citywide candidates such as mayor, $500 for city council candidates. Political action committees...
