New regulations might make rebuilding difficult for those who lost homes in LA fires

Much has changed since neighborhoods like Pacific Palisades were developed, land use attorneys warned. Rebuilding will be difficult, or in some cases impossible.

Land use attorneys say that owners of older and historic properties in Pacific Palisades and Malibu built before the 1970s will have trouble rebuilding their homes, lost in last week's Palisades Fire, because regulatory developments over the decades since have likely rendered many dwellings "non-conforming."
