9th Circuit appears out of favor for Trump resistance lawsuits
Opponents of President Donald Trump's executive orders have launched a wave of lawsuits since his inauguration, but shifts in judicial landscapes are influencing where these legal battles are being fought. With the 9th Circuit less predictable than during Trump's first term, plaintiffs are turning to other courts, including the 1st Circuit and D.C. Circuit, to challenge key policies like an end to birthright citizenship.
