The Santa Clara County Counsel has denied the Board of Supervisors approved a $5 million settlement over two deaths caused by a drug dealer fleeing pursuit by a sheriff's deputy, but an email from a deputy county counsel and a signed stipulation say otherwise, the plaintiff's attorney says.
