Former Los Angeles City Attorney Mike Feuer denied he participated in a scheme to dismiss ratepayer lawsuits against the city related to the city's water billing scandal to protect his mayoral ambitions during testimony in disciplinary proceedings against his former deputy, James Clark.

"Let me be very clear on this point," Feuer said, noting that he had been city attorney for a year and a half during the scandal in 2015, while Eric Garcetti was the mayor.
