San Francisco City Attorney David Chiu sued last-mile delivery company GoShare, claiming it has illegally misclassified its drivers as independent contractors, but opinion is split on his chances of success.

"Last-mile delivery is growing exponentially. We cannot allow misclassification to take root in this burgeoning industry," Chiu said in a news release Monday.
