Disbarred New York attorney Paul O. Paradis testified Tuesday that former Los Angeles deputy city attorney James Clark gave false and misleading testimony about his involvement in a plan to steer the outcome of a class action lawsuit tied to the city's troubled 2013 billing system rollout.
