The union representing lawyers working for the state claimed this week that 85 administrative law judges were robbed of two pay raises and trapped in a Catch-22 when the state refused to honor an arbitration decision.

In the complaint filed Wednesday, attorney Patrick Whalen of Sacramento wrote that the union "prevailed in an arbitration" against the California Department of Industrial Relations (DIR) "which resulted in an award of a substantial amount of back pay ...
