California regulators violated court orders by placing the Southern California Steelhead trout on the endangered species list, a lawsuit by the United Water Conservation District claims.

The California Fish and Game Commission's designation under the California Endangered Species Act, or CESA, would duplicate processes, increase operating costs and directly impact the water supply within the conservation district's service area, the lawsuit claimed.
