Convicted ex-LA prosecutor Thomas Peters testifies that James Clark knew of an extortion plot in the water and power billing scandal, involving an $800,000 payoff to silence a legal assistant, at Clark's State Bar hearing.

A former chief Los Angeles city prosecutor, James P. Clark, was aware of an attempted extortion related to the Department of Water & Power Building scandal in the lead-up to an $800,000 payoff, a key witness and former colleague testified at Clark's State Bar disciplinary proceedings on Wednesday.
