DOJ says California using contracts to evade federal truck emissions rules

The U.S. Department of Justice accused California air regulators of using contract law to bypass federal emissions preemption, as the state sues truck makers over commitments in its Clean Truck Partnership ahead of a key federal court hearing Friday.
