City defends homelessness reporting as judge weighs contempt claim

Los Angeles' chief negotiator, Matthew Szabo, testified the city met homelessness settlement reporting duties "to the extent possible," arguing data gaps stem from a separate agency's limits as Judge David Carter considers potential contempt.

The City of Los Angeles' lead negotiator in a landmark homelessness reduction settlement testified in federal court on Thursday that the city complied with the settlement terms "to the extent possible," but was hamstrung by limitations on the data reporting capabilities of the Homeless Services Authority.
