CJP issues public censure of ex-justice, leaves key questions unanswered

Decision cites decade of chronic delays but remains silent on health issues, pension concerns raised by critics.

The California Commission on Judicial Performance issued a rare and severe public censure on Wednesday against former justice William J. Murray Jr. of the 3rd District Court of Appeal.

The 36-page decision cited years of "chronic" delays in his handling of appellate cases. But it did not address key issues raised by critics of the court, including whether Murray's health problems affected his ability to do the job.
