Former DOJ attorney joins Eastern District as magistrate judge

Frank J. Singer, a former DOJ environmental litigator, has been sworn in as a magistrate judge in California's Eastern District, a court long strained by heavy caseloads and judicial shortages.

Frank J. Singer, a former senior litigation counsel with the U.S. Department of Justice's Natural Resources Section, started work Monday as a U.S. magistrate judge in the Eastern District of California, one of the most overburdened courts in the nation.

The Eastern District Court - with branches in Sacramento, Fresno, Bakersfield, Redding and Yosemite - has been chronically under-staffed for several years, with chief judges begging Congress to add at least five more Article II...
