Malibu sued two public land management agencies over control and safety of public trails, the latest dispute with entities the city has also accused in separate litigation of failing to manage wildfire risks.
The agencies pushed back on the city's claims and vowed to protect public access rights, saying the trails, which run through residential neighborhoods, provide access to state-owned parkland in the coastal mountains used by millions of Southern California residents.
