Rehearing motion targets 9th Circuit's limits on religious speech by volunteer officials

An advocacy group is urging the full 9th U.S. Circuit Court of Appeals to revisit a ruling that treated a volunteer advisory board member as a policymaker--stripping him of First Amendment protections and, critics say.
