• AB 250, Rodriguez. State highways: State Route 83: reduction. This bill authorizes the California Transportation Commission to relinquish to the City of Chino all or a portion of State Route 83 within the city's jurisdiction. An act to amend Section 383 of the Streets and Highways Code, relating to state highways.

• AB 251, Ward. California Transportation Commission: vehicle weight safety study. Requires the California Transportation Commission (CTC) to convene a task force to study the potential costs and benefits of imposing a passenger vehicle weight fee. An act to add and repeal Section 14527.3 of the Government Code, relating to the California Transportation Commission.

• AB 256, Dixon. Vehicles: registration. Prohibits law enforcement from taking any enforcement action, including towing a vehicle, for expired vehicle registration before the second month after the month of expiration of the vehicle's registration, including lacking a registration tab, beginning July 1, 2024 until January 1, 2030, unless the vehicle was stopped for any other violation of the vehicle code. An act to amend Sections 4000, 5204, and 40225 of the Vehicle Code, relating to vehicles.

• AB 350, Aguiar-Curry. Regional transportation plans: Sacramento Area Council of Governments. Provides a two-year extension for the Sacramento Area Council of Governments (SACOG) to adopt and submit its regional transportation plan (RTP), sustainable communities strategy (SCS), and environmental impact report. An act to amend Section 65080 of the Government Code, relating to transportation.

• AB 354, Stephanie Nguyen. Sacramento Regional Transit District: board of directors: membership. This bill authorizes the City of Elk Grove to appoint two members, instead of one, to the Sacramento Regional Transit District (SacRT) Board of Directors. An act to amend Section 102100.3 of the Public Utilities Code, relating to transportation.

• AB 361, Ward. Vehicles: photographs of bicycle lane parking violations. Authorizes a local agency to install an automated forward facing parking control device on city- owned or district-owned parking enforcement vehicles for the purpose of video imaging or parking violations occurring in bicycle lanes, until January 1, 2030. An act to add and repeal Article 3.6 (commencing with Section 40245) of Chapter 1 of Division 17 of the Vehicle Code, relating to vehicles.

• AB 413, Lee. Vehicles: stopping, standing, and parking. Prohibits a person from parking a vehicle within 20 feet of either side of any marked or unmarked crosswalk, or within 15 feet of any crosswalk where a curb extension is present, but permits a local government to allow parking for bicycles or motorized scooters within 20 feet of a crosswalk. An act to amend Section 22500 of the Vehicle Code, relating to vehicles.

• AB 427, Alvarez. Otay Mesa East Toll Facility Act: alternative project delivery method. Authorizes the San Diego Association of Governments (SANDAG) to use the Construction Manager/General Contractor (CMGC) project delivery method on the State Route 11/ Otay Mesa East Port of Entry project if specified conditions are met. An act to amend Sections 31462 and 31468 of the Streets and Highways Code, relating to transportation, and declaring the urgency thereof, to take effect immediately.

• AB 436, Alvarez. Vehicles. Repeals the authority for local authorities to regulate cruising and repeals a provision prohibiting the operation of a vehicle that has been modified from the original design so that any portion of the vehicle has less clearance from the surface of a level roadway than the clearance between the roadway and the lowermost portion of any rim of any wheel in contact with the roadway. An act to amend Section 21100 of, and to repeal Section 24008 of, the Vehicle Code, relating to vehicles. • AB 466, Gipson. Vehicles: violations. This bill removes the misdemeanor offence for failing to attend traffic violator school and provides that failing to attend traffic violator school is not a punishable offense. An act to amend Sections 40000.25 and 42005 of the Vehicle Code, relating to vehicles.

• AB 473, Aguiar-Curry. Motor vehicle manufacturers, distributors, and dealers. Modifies several provisions of the laws governing the relationship between new motor vehicle manufacturers and the franchisees that operate car dealerships. An act to amend Sections 3065.3, 11713, 11713.3, and 11713.13 of the Vehicle Code, relating to motor vehicles.

• AB 499, Luz Rivas. Los Angeles County Metropolitan Transportation Authority: job order contracting: pilot program. This bill authorizes the Los Angeles County Metropolitan Transportation Authority (LA Metro) to enter into job order contracts (JOCs). An act to add and repeal Article 24.5 (commencing with Section 20385) of Chapter 1 of Part 3 of Division 2 of the Public Contract Code, relating to public contracts.

• AB 592, Wilson. Vehicles: commercial non-franchise solid waste haulers: pilot program. Allows the Counties of Alameda, Contra Costa, and Solano to adopt an ordinance as part of a three-year pilot program to regulate commercial non-franchise solid waste haulers that haul solid waste on public roads in unincorporated areas of each county. An act to add and repeal Section 21100.6 of the Vehicle Code, relating to vehicles.

• AB 641, Vince Fong. Automobile dismantlers: catalytic converters. Makes it a misdemeanor for a person to possess nine or more used catalytic converters that have been cut from a vehicle unless they are a licensed automobile dismantler or are expressly excluded from having to be a licensed automobile dismantler. An act to amend Sections 220, 221, and 11500 of the Vehicle Code, relating to vehicles.

• AB 645, Friedman. Vehicles: speed safety system pilot program. Establishes a five-year pilot program to give local transportation authorities in the cities of San Jose, Oakland, Los Angeles, Glendale, Long Beach, and the City and County of San Francisco the authority to install speed safety systems. An act to amend, repeal, and add Section 70615 of the Government Code, and to add and repeal Article 3 (commencing with Section 22425) of Chapter 7 of Division 11 of the Vehicle Code, relating to vehicles.

• AB 705, Lowenthal. Autoettes. This bill expands the allowable length of a vehicle that could be defined as an autoette to 130 inches. An act to amend Section 175 of the Vehicle Code, relating to vehicles.

• AB 752, Blanca Rubio. State highways: worker safety. Requires the California Department of Transportation (Caltrans) to use positive protection, as defined, in order to ensure worker safety and authorizes the Division of Occupational Safety and Health in consultation with Caltrans to adopt rules and regulations to administer and enforce these provisions. An act to amend Section 92.1 of the Streets and Highways Code, relating to transportation.

• AB 776, Holden. Route 210. Requires the California Department of Transportation (Caltrans) to work with specified entities to identify appropriate locations for highway signs and markers to recognize the historical and cultural importance of California tribes and tribal lands along State Route (SR) 210 in the Counties of Los Angeles and San Bernardino, and to erect those signs and markers. The bill would also designate SR 210 as the "Southern California Native American Freeway," or other appropriate name, as specified. An act to amend Section 510 of, and to add Section 101.19 to, the Streets and Highways Code, relating to transportation.

• SB 847, Dahle. Vehicles: motorcycle: safety helmet exception. This bill authorizes the California Highway Patrol (CHP) to adopt regulations certifying a helmet offered for sale, or sold, for use by drivers and passengers of motorcycles and motorized bicycles that substantially comply with, but do not meet, the requirements imposed by the federal motor vehicle safety standards, if the helmet is designed in compliance with a driver's or passenger's religious beliefs or practices. An act to amend Section 27802 of the Vehicle Code, relating to vehicles.

• AB 893, Papan. Personal vehicle sharing programs. Clarifies the duties and obligations imposed upon personal vehicle sharing programs. An act to amend Section 1939.01 of, and to add Sections 1939.38 and 1939.39 to, the Civil Code, and to amend Section 13995.65.5 of, and to add Section 50474.20 to, the Government Code, relating to rental passenger vehicles.

• AB 902, Rodriguez. Ambulances: fee and toll exemptions. This bill clarifies that both public and private local emergency service providers can request the owner or operator of a toll facility to enter into an agreement to establish mutually agreed upon terms for use of the toll facility, including, but not limited to, being exempt from toll payment. An act to amend Section 23301.5 of the Vehicle Code, relating to vehicles.

• AB 925, Ta. Vehicle removal: expired registration. This bill requires a peace officer or traffic enforcement official to verify with the Department of Motor Vehicles (DMV) that no current vehicle registration exists before towing a vehicle for having expired registration longer than 6 months, and prohibits the vehicle from being towed if the officer or traffic enforcement official does not have immediate access to those records. An act to amend Section 22651 of the Vehicle Code, relating to vehicles.

• AB 971, Lee. Vehicles: transit-only traffic lanes. Clarifies local authorities existing authority to permit other vehicles in transit-only traffic lanes. An act to amend Section 21655.1 of the Vehicle Code, relating to vehicles.

• AB 1052, McCarty. Sacramento Regional Transit District: taxes. This bill expands Sacramento Regional Transit (RT) District's taxing authority to allow it to impose qualified special taxes, including within portions of its jurisdiction, and to impose district taxes within portions of its jurisdiction, under specified circumstances. An act to amend Sections 102331, 102332, 102333, 102350, and 102351 of, and to add Section 102336 to, the Public Utilities Code, relating to transportation.

• AB 1125, Hart. Vehicle Code: infractions. Repeals existing law authorizing courts to impound a person's driver's license (DL) and order the person not to drive for 30 days if they fail to make an agreed upon installment payments for bail or a fine. An act to amend Sections 1803 and 40508 of the Vehicle Code, relating to vehicles.

• AB 1320, Hoover. California Manual on Uniform Traffic Control Devices: supplemental destination signs: museums. This bill requires the Department of Transportation to amend the California Manual of Uniform Traffic Control Devices in its next edition or revision to allow supplemental destination signs for publicly owned and private nonprofit museums. An act to add Section 101.18 to the Streets and Highways Code, relating to transportation.

• AB 1385, Garcia. Riverside County Transportation Commission: transaction and use tax. This bill authorizes the Riverside County Transportation Commission (RCTC) to impose a maximum transportation and use tax (TUT) of 1.5%, subject to a vote. An act to amend Section 240306 of the Public Utilities Code, relating to transportation.

• AB 1519, Bains. Vehicles: catalytic converters. Makes it a misdemeanor to remove, alter, or obfuscate any vehicle identification number (VIN) or other unique marking that has been added to a catalytic converter and makes it a misdemeanor to knowingly possess three catalytic converters that have a VIN or other unique marking removed, altered, or obfuscated. An act to add Section 10753 to the Vehicle Code, relating to vehicles.

• AB 1594, Garcia. Medium- and heavy-duty zero-emission vehicles: public agency utilities. Requires any state regulation that seeks to require, or otherwise compel, the procurement of medium- and heavy-duty zero-emission vehicles (ZEV) to allow public agency utilities to purchase end of life replacements, without regard to the model year of the vehicle being replaced, under specified conditions. An act to add the heading of Division 12.5 (commencing with Section 28500) to, and to add Chapter 1 (commencing with Section 28500) to Division 12.5 of, the Vehicle Code, relating to vehicles.

• AB 1606, Gipson. Driver's license renewal alternatives. This bill authorizes, but does not require, the director of the Department of Motor Vehicles (DMV) to establish a program to evaluate the traffic safety and other effects of renewing driver's licenses by virtual or other remote processes. The bill specifies that such a program would need to require every individual 80 years of age or older to come into a field office to renew their driver's license. An act to add and repeal Section 12814.4 of the Vehicle Code, relating to driver's licenses.

• AB 1686, Grayson. Ports and harbors: Martinez Marina. Extends the sunset date, until June 30, 2039, of the authorization for the State Lands Commission (SLC) to relieve the City of Martinez (City) of its obligation to transmit gross revenues to the state so the City can instead can invest in improving conditions at the Martinez Marina. An act to amend Section 7 of Chapter 628 of the Statutes of 2014, relating to ports and harbors.

• AB 1735, Low. Transit districts: prohibition orders. This bill authorizes the Santa Clara Valley Transportation Authority (VTA) the authority currently provided to specified transit districts to issue prohibition orders to any person cited for committing a specified act. An act to amend Sections 99171 and 99172 of the Public Utilities Code, relating to transit districts.

• SB 55, Umberg. Vehicles: catalytic converters. This bill prohibits motor vehicle dealers from selling a vehicle equipped with a catalytic converter unless the converter has been permanently marked with the vehicle's identification number, the vehicle is sold for dismantling or salvage, the vehicle is sold at a wholesale auction or a buyer declines the marking offered by the dealer. An act to amend Section 21610 of the Business and Professions Code, and to add, repeal, and add Section 24020 of the Vehicle Code, relating to vehicles.

• SB 68, McGuire. Vehicles: safety regulations. This bill would authorize the California Highway Patrol to, by regulation, allow a driver to exceed the maximum driving time limits within a work period and within a consecutive eight-day period for tank vehicles transporting flammable liquid fuel during a declared state of emergency. An act to amend Section 34501.2 of the Vehicle Code, relating to vehicles.

• SB 125, Committee on Budget and Fiscal Review. Transportation budget trailer bill. This bill is the omnibus Transportation budget trailer bill. It contains provisions necessary to implement the 2023 Budget Act. An act to add Sections 13987 and 14509.5 to, and to add and repeal Section 13979.3 of, the Government Code, to amend Section 75224 of, to add Section 75226 to, and to add Part 6 (commencing with Section 75260) to Division 44 of, the Public Resources Code, to amend Sections 99268.9, 99312.1, 99314.6, and 99314.10 of the Public Utilities Code, to add Section 114.5 to the Streets and Highways Code, and to amend Section 13020 of the Vehicle Code, relating to transportation, and making an appropriation therefor, to take effect immediately, bill related to the budget.

• SB 145, Newman. Environmental mitigation: Department of Transportation. This bill requires the Department of Transportation (Caltrans) to ensure the construction of three wildlife crossings over Interstate 15 (I-15) if an intercity passenger rail projects is constructed, as specified; and authorizes Caltrans to take several actions related to its environmental mitigation or advanced environmental mitigation. An act to amend Section 2081 of the Fish and Game Code, and to amend Section 104 of, to add Section 143.2 to, and to add and repeal Sections 104.1, 126, 126.1, 126.2, and 126.3 of, the Streets and Highways Code, relating to transportation, and declaring the urgency thereof, to take effect immediately. • SB 146, Gonzalez. Public resources: infrastructure: contracting. An act to amend Section 13979.2 of, and to add and repeal Section 13979.4 of, the Government Code, to add and repeal Article 6.7 (commencing with Section 10215) of Chapter 1 of Part 2 of Division 2 of the Public Contract Code, and to add and repeal Article 6.5 (commencing with Section 217) of Chapter 1 of Division 1 of the Streets and Highways Code, relating to public resources, and declaring the urgency thereof, to take effect immediately. • SB 304, Laird. Monterey-Salinas Transit District: public contracting. This bill makes changes to the contracting requirements for the Monterey-Salinas Transit District (MST). An act to amend, repeal, and add Section 106057 of the Public Utilities Code, relating to transportation.

• SB 374, Ashby. Vehicles: specialized license plates. This bill increases the fee for a renewal of a California firefighter specialized license plate from $35 to $40. An act to amend Section 5101.2 of the Vehicle Code, relating to vehicles.

• SB 381, Min. Electric bicycles: study. This bill requires the Mineta Transportation Institute at San Jose State University to conduct a study on electric bicycles and the safety of riders and pedestrians by January 1, 2026. An act to add and repeal Section 21214 of the Vehicle Code, relating to vehicles.

• SB 434, Min. Transit operators: street harassment survey. This bill requires the top ten public transit operators to collect and publish survey data, as specified, and conduct outreach activities, as specified, to the extent feasible with funding they receive to implement the bill from the California Department of Transportation (Caltrans) for the purpose of informing their efforts to improve the safety of riders and reduce street harassment on public transit. This bill requires transit operators, by December 31, 2024, to publish the survey data on their websites and inform the Governor and the Legislature; and requires Caltrans, by July 1, 2024, to enter into a funding agreement with transit operators to collect and publish the survey data. An act to add Section 99178 to the Public Utilities Code, relating to transportation.

• SB 506, Laird. Public Utilities Commission: railroads: colored pavements marking project. This bill requires the California Public Utilities Commission (CPUC) to develop and implement a pilot project to test the efficacy of pavement markings painted in color at one or more at-grade highway-railroad crossings, if permissible under federal law or regulation, by January 1, 2026. An act to add and repeal Section 1202.05 of the Public Utilities Code, relating to railroads.

• SB 538, Portantino. Department of Transportation: Chief Advisor on Bicycling and Active Transportation. Requires the director of the California Department of Transportation (Caltrans) to appoint a Chief Advisor on Bicycling and Active Transportation (Chief Advisor) to serve as the primary advisor on all issues related to bicycle transportation, safety, and infrastructure. An act to add Section 14007.3 to the Government Code, relating to transportation.

• SB 606, Alvarado-Gil. State highways: State Route 203: reduction. This bill authorizes the California Transportation Commission (CTC) to relinquish to the Town of Mammoth Lakes all or a portion of Route 203 within its jurisdiction. An act to amend Section 503 of the Streets and Highways Code, relating to state highways.

• SB 617, Newman. Public contracts: progressive design-build: local and regional agencies: transit. This bill authorizes transit agencies, as specified, and regional transportation planning agencies (RTPA), as specified, to utilize progressive design-build procurement method, through January 1, 2029. An act to add and repeal Chapter 4.6 (commencing with Section 22180) of Part 3 of Division 2 of the Public Contract Code, relating to public contracts.

• SB 654, Jones. Local agencies: public property: airport leases. Clarifies existing law that limits aviation-related leases between a local agency and a leaseholder to 50 years. An act to amend Section 50478 of the Government Code, relating to aviation.

• SB 677, Blakespear. Intercity rail: LOSSAN Rail Corridor. Requires the Los Angeles - San Diego - San Luis Obispo Rail (LOSSAN) Rail Corridor Agency to include in its annual business plan a description of the effects of climate change, including sea level rise and weather-related events, on the corridor. An act to add Section 14072.4 to the Government Code, relating to transportation.

• SB 695, Gonzalez. Department of Transportation: internet website: state highway system data and information. This bill requires the California Department of Transportation (Caltrans) to compile and make available data and information on its website, as specified, about projects on the state highway system for the last five years, by January 1, 2025, and, as of January 1, 2026, to report the data every year thereafter. This bill requires Caltrans to also include data and information on planned, pending projects on the state highway system. This bill requires Caltrans to develop a format, in consultation with the California Transportation Commission (CTC), for the data and information, and to present the data and information to the CTC at a regularly scheduled meeting on or before April 1, 2025, and April 1st every year thereafter. An act to add Sections 235 and 236 to the Streets and Highways Code, relating to transportation.

• SB 710, Durazo. Sale of excess state highway property: State Highway Route 710 Terminus. This bill requires the California Department of Transportation (Caltrans) to establish a Terminus Regional Planning Task Force (Task Force) with specified membership, and requires the Task Force to submit a report to the Legislature on traffic issues and potential land uses related to State Route 710, including the Alhambra 710 Arterial Project. An act to add and repeal Section 118.8 of the Streets and Highways Code, relating to surplus property.

• AB 752, Blanca Rubio. State highways: worker safety. Requires the California Department of Transportation (Caltrans) to use positive protection, as defined, in order to ensure worker safety and authorizes the Division of Occupational Safety and Health in consultation with Caltrans to adopt rules and regulations to administer and enforce these provisions. An act to amend Section 92.1 of the Streets and Highways Code, relating to transportation.

• SB 757, Archuleta. Railroads: contract crew transportation vehicles. This bill clarifies licensing requirements for rail crew transportation providers, prohibits certain subcontracting for these services, and increases minimum insurance requirements for rail crew transportation operators. An act to add Section 5384.3 to the Public Utilities Code, relating to transportation.

• SB 775, Padilla. Vehicles: zero-emission schoolbuses: signage. This bill authorizes school districts using zero-emission schoolbuses to add signage to the bus identifying it as such and authorizes the Department of the California Highway Patrol (CHP) to develop appropriate regulations. An act to add Section 27906.7 to the Vehicle Code, relating to vehicles.

• SB 800, Caballero. Advanced Air Mobility, Zero-Emission, and Electrification Aviation Advisory Panel. This bill requires the California Department of Transportation (Caltrans) to establish an advisory panel on advanced air mobility. An act to add and repeal Section 21208 of the Public Utilities Code, relating to aviation.

• SB 891, Committee on Transportation. Transportation: omnibus bill. This bill makes technical and non-controversial changes to sections of law relating to transportation. An act to amend Section 132351.4 of, and to repeal Article 10 (commencing with Section 120475) of Chapter 4 of Division 11 of, the Public Utilities Code, to amend Section 149.5 of the Streets and Highways Code, and to amend Sections 560 and 27903 of, to add Sections 27470 and 34500.7 to, to repeal Section 34005 of, and to repeal and add Section 34003 of, the Vehicle Code, relating to transportation.
