• AB 5, Zbur. The Safe and Supportive Schools Act. Requires the California Department of Education (CDE) to complete the development of an online training curriculum and online delivery platform by July 1, 2025, and requires local educational agencies (LEAs) to provide and require at least one hour of training annually to all certificated staff, beginning with the 2025-26 school year through the 2029-30 school year, on cultural competency in supporting lesbian, gay, bisexual, transgender, queer, and questioning (LGBTQ+) students. Requires the LEA to maintain documentation on the completion of the training by each employee, as specified. An act to amend Section 218 of, and to add and repeal Section 218.3 of, the Education Code, relating to educational equity.
• AB 10, Lowenthal. Pupils: body shaming model policy and resources. Requires the California Department of Education (CDE), by June 30, 2025, in consultation with other agencies and stakeholders, to develop and post on its website a model policy and resources about body shaming that local educational agencies (LEAs) may use to educate staff and pupils about body shaming. An act to add Article 4.7 (commencing with Section 232.7) to Chapter 2 of Part 1 of Division 1 of Title 1 of the Education Code, relating to pupils.
• AB 72, Boerner. Coastal resources: research: landslides and erosion: early warning system. Extends the sunset dates for the Scripps Institution of Oceanography (Scripps) to conduct research on coastal cliff landslides and erosion in the County of San Diego and report its recommendations to the Legislature. An act to amend Section 92685 of the Education Code, relating to coastal resources.
• AB 87, Quirk-Silva. Pupils: Section 504 plans: meetings and team meetings. This bill grants parents, guardians, and local educational agencies (LEAs) the authority to make audio recordings of Section 504 team meetings. An act to add Article 10 (commencing with Section 270) to Chapter 2 of Part 1 of Division 1 of Title 1 of the Education Code, relating to pupils.
• AB 91, Alvarez. Community colleges: exemption from nonresident tuition fee: residence near the California-Mexico border. Exempts, until January 1, 2029, from the nonresident tuition fee, a nonresident, low-income student who is a resident of México (MX), registers for lower division courses at specified community colleges near the California-México border, as defined, and has residence within 45 miles of the California-México border. An act to amend, repeal, and add Section 76140 of the Education Code, relating to community colleges.
• AB 95, Hoover. Pupil nutrition: pupil meals. This bill clarifies that a school may sell an additional meal to a pupil after that pupil has already received a nutritiously adequate meal that qualifies for federal reimbursement. An act to amend Sections 49431 and 49431.2 of the Education Code, relating to pupil nutrition.
• AB 110, Committee on Budget. Early childcare and education. This bill reappropriates one-time federal funds from the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSSA) to provide an additional, temporary rate supplement for all state-subsidized child care and preschool programs and extend the family fee waiver from June 30, 2023 to September 30, 2023 for all child care programs. The bill, in coordination with SB 100, authorizes the Department of Education to extend the family fee waiver from June 30, 2023 to September 30, 2023 for the full day preschool program. An act to amend Sections 8242 and 8252 of the Education Code, and to amend Sections 10280, 10290, and 10374.5 of the Welfare and Institutions Code, relating to early childcare and education, and making an appropriation therefor, to take effect immediately, bill related to the budget.
• AB 116, Committee on Budget. Early childcare and education. This bill is the Early Childhood Education omnibus trailer bill for the Budget Act of 2023-24. This bill authorizes the Department of Social Services to develop and conduct an alternative methodology, in order to inform reimbursement rates for state-subsidized childcare and development services; Extends the COVID-19 era hold harmless policy for child care program and preschool reimbursement, to September 30, 2023; Streamlines state preschool eligibility determination; Delays the implementation state preschool special needs service set aside increases by two years; Changes the childcare and preschool family fee structure, to no more than 1% of the family's monthly income for families above75% of the state median family income; Suspends the statutory cost-of-living adjustment for all childcare and preschool programs, in deference to a system reimbursement rate increase, subject to bargaining. • AB 230, Reyes. Menstrual products: Menstrual Equity for All Act of 2021. Expands the requirement that schools serving students in grades 6 through 12 stock specified restrooms with menstrual products to include schools serving students in grades 3 to 5. An act to amend, repeal, and add Section 35292.6 of the Education Code, relating to menstrual products.
• AB 245, McKinnor. High school athletics: California High School Coaching Education and Training Program: emergency action plan. Adds to the California High School Coaching Education and Training Program (CHSCTP), by July 1, 2024, training in recognizing and responding to the signs and symptoms of concussions, heart illness, and cardiac arrest. An act to amend Sections 35179.1 and 35179.4 of the Education Code, relating to high school athletics.
• AB 255, Alanis. Public postsecondary education: priority registration for first responders. Requires the California State University (CSU), and requests the University of California (UC), by the 2025-2026 academic year, to grant priority registration, if applicable, to students employed as first responders, as defined. An act to add Section 66025.82 to the Education Code, relating to public postsecondary education.
• AB 264, Ting. Community colleges: Lunar New Year holiday. Provides community college districts an avenue to recognize Lunar New Year as an academic holiday and to close the campus for students and staff. An act to amend Sections 79020 and 88203 of the Education Code, relating to public postsecondary education.
• AB 275, Ward. School governance: governing boards: pupil members: compensation. Authorizes a governing board of a school district, county board of education, and charter school governing board to award a pupil member elective course credit or financial compensation, or both while serving as a pupil member. An act to amend Sections 1000, 1090, 35012, 35120, and 47604.2 of the Education Code, relating to school governance.
• AB 278, Reyes. High Schools: Dream Resource Center Grant Program. Establishes the Dream Resource Center Grant program, administered by the California Department of Education (CDE), for purposes of creating Dream Resource Centers at high schools. An act to add Article 4 (commencing with Section 54680) to Chapter 9 of Part 29 of Division 4 of Title 2 of the Education Code, relating to pupil services.
• AB 285, Luz Rivas. Pupil instruction: science requirements: climate change. Adds content on the causes and effects of, and methods to mitigate and adapt to, climate change to the courses of study in the subject of science for grades 1 to 6 and grades 7 to 12, and requires that appropriate coursework be offered to students no later than the 2024-25 school year. An act to amend Sections 51210 and 51220 of the Education Code, relating to pupil instruction.
• AB 358 (Addis) Community college districts: student housing. This bill exempts California Community College (CCC) district student housing plans from requiring approval from the Department of General Services' (DGS) Division of the State Architect (DSA). An act to amend Section 81050.5 of the Education Code, and to amend Section 4454.5 of the Government Code, relating to housing.
• AB 368, Holden. College and Career Access Pathways partnerships. Requires community colleges, who participate in College and Career Access Pathways (CCAP) partnerships to provide priority registration for participating high school students. Adds clarity to existing sections of the CCAP partnerships by providing a definition for "underrepresented in higher education" and that courses offered in CCAP partnerships may be provided to students on either a high school campus or a community college campus. Makes a clarifying update on the reporting requirements for CCAP partnerships. An act to amend Section 76004 of the Education Code, relating to community colleges.
• AB 370, Addis. Pupil instruction: State Seal of Biliteracy. Modifies the criteria for demonstrating proficiency in English and a language other than English for purposes of earning the State Seal of Biliteracy (SSB). An act to amend Section 51461 of the Education Code, relating to pupil instruction.
• AB 373, Gipson. Intersession programs: foster children and homeless youth: priority access. Requires a local educational agency (LEA) operating an intersession program to grant priority access to homeless and foster children and youth. An act to amend Sections 48850 and 48853.5 of the Education Code, relating to intersession programs.
• AB 417, Bennett. County boards of education: pupil members. Authorizes a student who is enrolled in a high school that is under the jurisdiction of the county board of education to be selected to serve as a member of the county board of education, if no petition is submitted to select a student. An act to amend Section 1000 of the Education Code, relating to school governance.
• AB 439, Wendy Carrillo. School facilities: task order procurement contracting: Los Angeles Unified School District. Extends the pilot program authorizing the Los Angeles Unified School District (LAUSD) to award multiple annual task order procurement contracts for the purposes that include services, repairs, and construction until January 1, 2034. An act to amend Sections 20118.6, 20118.7, and 20118.9 of the Public Contract Code, relating to public contracts.
• AB 446, Quirk-Silva. Pupil instruction: handwriting. Defines handwriting, in the course of study for grades 1 to 6, to include cursive and joined italics. An act to amend Section 51210 of the Education Code, relating to pupil instruction.
• AB 447, Arambula. Public postsecondary education: students with disabilities: inclusive college programs. Authorizes the California State University (CSU) and requests the University of California (UC) establish and maintain inclusive college programs for students with intellectual and developmental disabilities at four-year public postsecondary educational institutions, subject to an appropriation as specified. An act to add Section 66031 to the Education Code, relating to public postsecondary education.
• AB 461, Ramos. Student safety: fentanyl test strips. Requires the governing board of each community college district (CCD) and the Trustees of the California State University (CSU) to provide information about the use and location of fentanyl test strips as part of established campus orientations, to notify students of the presence and location of fentanyl test strips, and requires that each campus health center stock and distribute fentanyl test strips, as specified. An act to amend Section 67384 of the Education Code, relating to public postsecondary education.
• AB 472, Wicks. Classified school district and community college employees: compulsory leaves of absence: compensation. This bill requires non-merit school and community college districts to pay a classified employee their full compensation upon returning to service for the district from a period of involuntary leave of absence following a finding in favor of the employee for charges of a criminal offense, a criminal investigation or job-related administrative determinations. An act to amend Sections 45190 and 88190 of the Education Code, relating to classified employees.
• AB 497, Quirk-Silva. Special education: braille instructional aide: notice of teacher credentialing programs. This bill requires a local educational agency (LEA) to provide a braille instructional aide with information regarding the California Classified School Employee Teacher Credentialing Program. An act to amend Section 56351.5 of the Education Code, relating to special education.
• AB 569, Garcia. California State University: Cybersecurity Regional Alliances and Multistakeholder Partnerships Pilot Program. This bill requires the California State University (CSU) Chancellor's Office, on or before July 1, 2028, to submit a report to the Legislature on the Cybersecurity Regional Alliances and Multistakeholder Partnerships pilot program, as provided. An act to amend Section 89270 of the Education Code, relating to the California State University.
• AB 579, Ting. Schoolbuses: zero-emission vehicles. Requires, commencing January 1, 2035, all newly purchased or contracted schoolbuses of a local educational agency (LEA) be zero-emission vehicles. An act to add Sections 17927 and 39803.5 to the Education Code, relating to schoolbuses.
• AB 607, Kalra. Public postsecondary education: course materials. Requires, commencing July 1, 2024, each campus of the California Community Colleges (CCC) and the California State University (CSU), and requests each campus of the University of California (UC) to prominently display, by means that may include a link to a separate internet web page, the estimated costs for each course of all required course materials and fees directly related to those materials, for no less than 40% by January 1, 2025; 55% by January 1, 2026; 65% by January 1, 2027; and, 75% by January 1, 2028, of the total number of courses on the online campus course schedule for which a faculty member or course instructor has been assigned. An act to amend, repeal, and add Section 66406.9 of the Education Code, relating to public postsecondary education.
• AB 611, Weber. Special education: nonpublic, nonsectarian schools or agencies: change in certification status: parental notification. This bill requires that a local education agency (LEA) contracting with a nonpublic, nonsectarian school or agency (NPS/A) inform parents and guardians if there is a change in the NPS/A's certification status, as specified. An act to add Section 56366.45 to the Education Code, relating to special education.
• AB 634, Ward. Community colleges: career development and college preparation courses. Specifies that California Community College (CCC) Career Development and College Preparation (CDCP) program courses and classes, for which credit is not given, are eligible for state funding if those courses are offered in both face-to-face and distance education instructional methods. An act to amend Section 84760.5 of the Education Code, relating to postsecondary education.
• AB 656, McCarty. California State University: doctoral programs. Authorizes the California State University (CSU) to award professional or applied doctoral degrees statewide that do not duplicate University of California (UC) doctoral degrees and satisfy certain requirements. Requires a CSU campus seeking authorization to offer a professional or applied doctoral degree to submit specified information on the proposed doctoral degree for review by the office of the Chancellor of the CSU, and approval by the CSU Board of Trustees (BOT), as provided. Authorizes a proposed doctoral degree that is approved for implementation by the BOT to be implemented at the CSU system-wide, but would limit the number of doctoral degree programs that may be offered at a California State University campus. An act to add Article 4.92 (commencing with Section 66046) to Chapter 2 of Part 40 of Division 5 of Title 3 of, and to repeal Section 66046.3 of, the Education Code, relating to public postsecondary education.
• AB 714, McCarty. Pupil instruction: newcomer pupils: curriculum frameworks: high school coursework and graduation requirements: exemptions and alternatives. Requires the California Department of Education (CDE) to maintain information on its website relating to the education of recently arrived immigrant students (newcomers), to annually publish enrollment and other information about newcomers on its website; requires the Instructional Quality Commission (IQC) to consider adding content to help teachers meet the unique needs of newcomers to the next revision of the English Language Arts (ELA)/English Language Development (ELD) curriculum framework and recommended instructional materials; and revises the definition of newcomers to align with the federal definition for purposes of specified educational rights in existing law. An act to amend Sections 51225.1, 51225.2, and 60811.8 of, to add Section 33547 to, and to add Article 3.5 (commencing with Section 54450) to Chapter 4 of Part 29 of Division 4 of Title 2 of, the Education Code, relating to pupil instruction.
• AB 721, Valencia. School districts: budgets: public hearings: notice. Requires that the notification of information related to the dates and location of which the public may inspect the proposed school district budget be published by the school district or county superintendent of schools on behalf of the school district in a newspaper of general circulation in the school district at least three days before the availability of the proposed budget for public inspection, and authorizes a school district to post the notice on their website. An act to amend, repeal, and add Section 42103 of the Education Code, relating to school districts.
• AB 723, Quirk-Silva. Pupil placement: special education: foster children: nonpublic, nonsectarian schools or agencies: school of origin. Defines "school of origin" for purposes of foster youth educational rights to remain enrolled in a school when a residential placement changes, to include placements in non-public, nonsectarian schools (NPSs), and requires an NPS, commencing in the 2024-25 school year, to provide assurances in its application for state certification that it agrees to serve as the school of origin of a foster youth and allow these students to continue their education in the school. An act to amend Sections 48853.5, 56366.1, and 56366.10 of the Education Code, relating to pupil placement.
• AB 760, Wilson. Public postsecondary education: affirmed name and gender identification. Requires the California State University (CSU), and requests the University of California (UC), to implement a process whereby current students, staff, and faculty may request the updating of any records for that person to include the person's affirmed name, gender, or both name and gender identification. An act to amend Sections 66271.4 and 66271.41 of the Education Code, relating to public postsecondary education.
• AB 789, Berman. Student financial aid: Cal Grants: satisfactory academic progress. Requires, as part of the criteria to be deemed a qualifying institution of higher education (IHE) under the Cal Grant Program, an IHE, by the 2024-25 academic year, to comply with various requirements regarding "satisfactory academic progress" (SAP) standards used to determine if a student qualifies for a Cal Grant and to develop and implement policies defining SAP in a manner that is consistent with the federal standards. An act to amend Section 69432.7 of the Education Code, relating to student financial aid.
• AB 800, Ortega. Workplace Readiness Week: work permits. Designates the week of each year that includes April 28 as "Workplace Readiness Week" and requires all public high schools to observe that week; requires schools to provide information to students in grades 11 and 12 on labor rights included in the history-social science curriculum framework; and requires schools to provide students seeking a work permit with a document that clearly explains basic labor rights, as specified. An act to add Section 49110.5 to the Education Code, relating to pupil instruction.
• AB 872, Committee on Education. Elementary and secondary education: omnibus bill. This bill is the annual K-12 education policy omnibus bill, which makes technical, clarifying, conforming, and other non-controversial revisions to a number of provisions in the Education Code and Health and Safety Code. An act to amend Sections 1206 and 1208 of the Education Code, and to amend Section 1501.1 of the Health and Safety Code, relating to elementary and secondary education.
• AB 873, Berman. Pupil instruction: media literacy: curriculum frameworks. This bill requires the Instructional Quality Commission (IQC) to consider incorporating the Model Library Standards and media literacy content at each grade level when the English language arts/English language development (ELA/ELD) curriculum framework is next revised and media literacy content into the mathematics, science, and history-social science curriculum frameworks (H-SS Framework) when those frameworks are next revised after January 1, 2024. An act to add Section 33548 to the Education Code, relating to pupil instruction.
• AB 889, Joe Patterson. Pupil safety: parental notification: synthetic drugs. This bill requires a local educational agency (LEA), county office of education (COE), and charter school to annually inform parents or guardians of the dangers associated with using synthetic drugs and post this information on their respective internet websites. An act to add Section 48985.5 to the Education Code, relating to pupil safety.
• AB 897, McCarty. Certificated school employees: probationary employees: service credit. This bill requires: (1) adult education teachers to earn permanent status after a two-year probationary period, and (2) employees hired using "categorical" or restricted state funding to be given specified notifications related to their expected job tenure. An act to amend, repeal, and add Sections 44908 and 44909 of the Education Code, relating to school employees.
• AB 908, Committee on Education. Education finance: National Board for Professional Teaching Standards Certification Incentive Program: local control funding formula. An urgency measure, authorizes teachers participating in the National Board for Professional Teaching Standards Certification Incentive Program (NBPTSCIP) to receive grant funding for the renewal of their certification, and deletes an inoperative Education Code (EC) Section related to average daily attendance (ADA) of migratory students. An act to amend Section 44395 of, and to repeal Section 42238.053 of, the Education Code, relating to education finance, making an appropriation therefor, and declaring the urgency thereof, to take effect immediately.
• AB 934, Muratsuchi. Commission on Teacher Credentialing: public awareness campaign. Requires the Commission on Teacher Credentialing (CTC) to contract with a public relations organization to develop a public awareness campaign relating to teacher recruitment; and, states that the Legislative intent that this program not exceed $900,000. An act to add Section 44224 to the Education Code, relating to teacher credentialing.
• AB 1071, Hoover. Teen dating violence prevention education: online information and resources. This bill requires the California Department of Education (CDE) to post on its website resources on teen dating violence prevention, local and national hotlines and services for youth experiencing teen dating violence, and other relevant sources for parents, guardians, and other caretakers of pupils. An act to add Section 231.7 to the Education Code, relating to pupil safety.
• AB 1078, Jackson. Instructional materials and curriculum: diversity. Makes various changes to the adoption of instructional materials for use in schools, including a provision that would prohibit a governing board from disallowing the use of an existing textbook, other instructional material, or curriculum that contains inclusive and diverse perspectives, as specified. An act to amend Sections 234.1, 1240, 35186, 51204.5, 51501, 60040, and 60119 of, to add Sections 202, 242, 243, and 60040.5 to, and to add Article 8 (commencing with Section 60150) to Chapter 1 of Part 33 of Division 4 of Title 2 of, the Education Code, relating to pupil instruction, and declaring the urgency thereof, to take effect immediately.
• AB 1096, Mike Fong. Educational instruction: language of instruction. Authorizes a community college to offer courses taught in languages other than English. Permits students to enroll in the aforementioned course without the requirement to concurrently enroll in an English as a Second Language (ESL) course. An act to amend Section 30 of the Education Code, relating to educational instruction.
• AB 1127, Reyes. Teachers: professional development: Bilingual Teacher Professional Development Program: eligibility. Extends the deadline for the submission of a final report on the Bilingual Teacher Professional Development Program (BTPDP) from 2029 to 2030, and states that specified program participants are eligible for professional development services. An act to amend Section 52202 of the Education Code, relating to teachers, and making an appropriation therefor.
• AB 1138, Weber. Postsecondary education: sexual assault and sexual violence prevention: medical examinations transportation services. Requires campuses of the California State University (CSU) and the University of California (UC), to provide students with information on how to a sexual assault forensic exam (SAFE) kit and beginning in the 2025-26 school year, transportation to and from a local SAFE or Sexual abuse Response Team (SART) exam center for the SAFE kit to be administered. An act to amend Section 67386 of the Education Code, relating to postsecondary education.
• AB 1151, McKinnor. Community colleges: civic centers: uses: insurance. This bill authorizes a community college district (CCD) governing board to allow the use of any civic center or other district property by the community and organizations without charge An act to amend Sections 82537, 82542, and 82548 of, and to add Section 82543 to, the Education Code, relating to community colleges.
• AB 1165, McCarty. Pupil discipline: racist bullying, harassment, or intimidation: restorative justice practice. This bill encourages local educational agencies (LEAs) to refer both the victim and perpetrator of an incident of racist bullying, harassment, or intimidation to a restorative justice program that suits the needs of both the victim and the perpetrator. An act to amend Section 48900.5 of the Education Code, relating to pupil discipline.
• AB 1173, Ta. College and career fairs. This bill requires a local educational agency (LEA) serving pupils in grades 9 to 12 inclusive, that chooses to hold a college or career fair to notify each community college district (CCD) with overlapping jurisdiction. An act to add Article 6 (commencing with Section 52770) to Chapter 11 of Part 28 of Division 4 of Title 2 of the Education Code, relating to pupils.
• AB 1251, Luz Rivas. Teacher credentialing: computer science instruction: workgroup. This bill requires the Commission on Teacher Credentialing (CTC), by July 1, 2024, to convene a workgroup on credentialing for computer science education to make recommendations on strategies to meet workforce demands associated with expansion access to computer science instruction, and to report the findings and recommendations of the workgroup to the Legislature. An act to add Section 44257.5 to the Education Code, relating to teacher credentialing.
• AB 1273, Bonta. Classified employees: Classified Employee Staffing Ratio Workgroup. Requires the convening of a Classified Employee Staffing Ratio Workgroup (CESRW) to consider and make recommendations regarding certain aspects relating to this employment classification. An act to add Section 45118 to the Education Code, relating to classified employees.
• AB 1283, Chen. Pupil health: emergency stock albuterol inhalers. Authorizes a local educational agency (LEA) to make emergency stock albuterol inhalers available at school districts, county offices of education (COE), and charter schools and authorizes school nurses or trained personnel who have volunteered to administer an albuterol inhaler to persons suffering from, or reasonably believed to be suffering from, respiratory distress. An act to add Section 49414.7 to the Education Code, relating to pupil health.
• AB 1291, McCarty. University of California Associate Degree for Transfer Pilot Program. This measure required each municipality to post on its website specified details about settlements and judgments of $50,000 or more resulting from allegations of police misconduct, including, but not limited to, claims involving use of force, assault and battery, malicious prosecution, false arrest, or false imprisonment. An act to add Section 66749.9 to the Education Code, relating to public postsecondary education.
• AB 1311, Soria. Public postsecondary education: allied health programs: assessment. This bill requires the Legislative Analyst's Office (LAO) to conduct an assessment, on or before January 1, 2025, evaluating the efficacy of existing programs in allied health jointly offered between campuses of the California Community Colleges (CCC), California State University (CSU), and University of California (UC). An act to add and repeal Section 66026.5 of the Education Code, relating to public postsecondary education.
• AB 1326, Megan Dahle. School district board vacancies: internet website notifications. This bill expands the method by which a school district governing board must provide notice of a provisional appointment to include posting notice on the school district's website, in addition to posting the notice in three public places in the district and in a newspaper of general circulation in the district. An act to amend Section 5092 of the Education Code, relating to school boards.
• AB 1327, Weber. Interscholastic athletics: California Interscholastic Federation: racial discrimination, harassment, or hazing. This bill requires the California Department of Education (CDE) to develop a standardized incident form to track racial discrimination, harassment, or hazing that occurs at high school sporting games or sporting events. The bill also requires each local educational agency (LEA) that participates in the California Interscholastic Federation (CIF) to post on their internet website the standardized incident form developed by the CDE. An act to amend Section 33353 of the Education Code, relating to interscholastic athletics.
• AB 1340, Garcia. School accountability: pupils with exceptional needs. Requires the California Department of Education (CDE), by January 1, 2025, post on its website data on four and five year cohort graduation rates for students with disabilities, disaggregated by federal disability category, subject to an appropriation for this purpose. An act to add Section 60900.2 of the Education Code, relating to school accountability.
• AB 1342, Megan Dahle. California College Promise: fee waiver eligibility. This bill deems a student as a first-time community college student for purposes of qualifying for a California College Promise fee waiver, even if that student had been enrolled in a community college through a dual enrollment program in high school. An act to amend Section 76396.3 of the Education Code, relating to community colleges.
• AB 1354, Mike Fong. Pupil instruction: Asian Americans and Pacific Islanders. This bill requires, in the next revision of the history-social science curriculum framework (H-SS Framework), the Instructional Quality Commission (IQC) to consider the historical, social, economic, and political contributions of, and examples of racism, discrimination, and violence perpetrated against, Asian Americans, Native Hawaiians, and Pacific Islanders in the United States. An act to amend Section 51226.3 of the Education Code, relating to pupil instruction.
• AB 1400, Bryan. Student financial aid: College Access Tax Credit Fund: community college student transfers: Historically Black Colleges and Universities. Re-purposes the College Access Tax Credit Fund (CATC), which was established to supplement Cal Grant awards for students enrolled at California-based colleges, to instead be used to cover college costs for California Community College (CCC) students seeking to transfer to Historically Black Colleges and Universities (HBCUs) located outside of California, as defined. An act to amend and repeal Section 69431.7 of, and to add Article 16 (commencing with Section 69840) to Chapter 2 of Part 42 of Division 5 of Title 3 of, the Education Code, and to amend Section 17053.87 of the Revenue and Taxation Code, relating to student financial aid, and making an appropriation therefor.
• AB 1445, Arambula. The Neng Thao Drowning Prevention Safety Act. Authorizes a drowning or injury prevention organization to provide informational materials to a public school, and authorizes, beginning with the 2024-25 school year and upon receipt of the materials, a public school to provide the materials to parents of pupils. An act to add Article 4 (commencing with Section 51140) to Chapter 1.5 of Part 28 of Division 4 of Title 2 of the Education Code, relating to public schools.
• AB 1466, Weber. Pupil discipline: restraint and seclusion: reporting. This bill requires each Local Educational Agency (LEA), as specified by federal law, to post the same data that LEAs are currently required to share with the California Department of Education (CDE) on their websites related to restraint and seclusion. An act to amend Section 49006 of the Education Code, relating to pupil discipline.
• AB 1503, Lee. Pupil attendance: excused absences: religious retreats. Extends the excused absence provision for a student to attend a religious retreat from four hours or a half-day to one full day. An act to amend Section 48205 of the Education Code, relating to pupil attendance.
• AB 1540, Mike Fong. Postsecondary education: nonresident tuition: exemption. Authorizes the California Student Aid Commission (CSAC) to collect an AB 540 affidavit from a student; and, requires the California State University (CSU) and the California Community Colleges (CCC), and requests the University of California (UC) and independent institutions of higher education, to accept an AB 540 affidavit provided by CSAC. An act to amend Section 68130.5 of the Education Code, relating to postsecondary education.
• AB 1541, Mike Fong. Community colleges: governing board membership: student members. This bill requires that a student member of the governing board of a community college district have the opportunity to cast an advisory vote immediately before votes are cast by the regular members of the governing board, and deletes references to the student position(s) on community college district governing boards being non-voting. An act to amend Section 72023.5 of the Education Code, relating to community colleges.
• AB 1605, Gallagher. High schools: military services: United States Space Force. This bill defines, further, "Uniformed Services" and "military services" to include "Space Force" and prohibits a local education agency (LEA), county office of education (COE), and charter school offering instruction in any of grades 9 to 12 that provides on-campus access to employers from excluding access to the military services. An act to amend Sections 49603 and 49701 of the Education Code, relating to high schools.
• AB 1651, Sanchez. Pupil health: emergency medical care: epinephrine auto-injectors. This bill extends the definition of "volunteer" and "trained personnel" to include the holder of an Activity Supervisor Clearance Certificate (ASCC) who may administer an emergency epinephrine auto-injector, as specified, and requires a local educational agency (LEA), county office of education (COE), and charter schools to store epinephrine auto-injectors in an accessible location upon the need for emergency use. An act to amend Section 49414 of the Education Code, relating to pupil health.
• AB 1653, Sanchez. Interscholastic athletic programs: emergency action plans: heat illness: guidelines. Requires the California Interscholastic Foundation (CIF), in consultation with the California Department of Education (CDE), to develop guidelines, procedures and safety standards for monitoring the safety of practice and play when wet bulb globe thermometer (WBGT) readings reach specified levels, no later than July 1, 2024; and requires the governing board of the school district or the governing body of the charter school to ensure that there is a written emergency action plan in place that describes the location and procedures to be followed in the event of heat illness related to the athletic program's activities or events. An act to amend Section 35179.4 of, and to add Section 35179.8 to, the Education Code, relating to interscholastic athletics.
• AB 1722, Megan Dahle. Pupil health: credentialed school nurses, registered nurses, and licensed vocational nurses. Authorizes, until January 1, 2029, a local educational agency (LEA) to employ a licensed vocational nurse (LVN) who is supervised by a credentialed school nurse (CSN) employed by a different LEA. An act to amend Sections 49452 and 49455 of, and to add and repeal Section 49426.5 of, the Education Code, relating to pupil health.
• AB 1745, Soria. Public postsecondary education: veterans: waiver of mandatory systemwide tuition and fees. This bill modifies the annual income metric used to determine eligibility for the tuition waiver program for children of service-injured veterans attending a California Community College (CCC), California State University (CSU) or University of California (UC) campus. An act to amend Section 66025.3 of the Education Code, relating to postsecondary education.
• SB 10, Cortese. Pupil health: opioid overdose prevention and treatment: Melanie's Law. This bill requires school safety plans of schools, including charter schools, serving students in grades seven to 12 to include a protocol for responding to a student's opioid overdose; requires the California Department of Education (CDE) to post informational materials on its website on opioid overdose prevention; and encourages county offices of education (COEs) to establish working groups on fentanyl education in schools. An act to amend Sections 32282, 47605, and 47605.6 of, and to add Sections 49414.4 and 49428.16 to, the Education Code, relating to pupil health.
• SB 88, Skinner. Pupil transportation: driver qualifications. This bill establishes requirements for drivers, whether employed by a local educational agency (LEA), contracted by an LEA, or contracted by an entity with funding from an LEA who provide school-related transportation services to students for compensation. An act to amend Section 49406 of, and to add Article 5 (commencing with Section 39875) to Chapter 1 of Part 23.5 of Division 3 of Title 2 of, the Education Code, relating to pupil transportation.

• SB 223, Menjivar. Pupil personnel services: child welfare and attendance services. This bill authorizes the Commission on Teaching Credentialing (CTC) to approve a Child Welfare and Attendance (CWA) authorization program, for Pupil Personnel Services credential holders, offered by a local educational agency (LEA). The program is to meet the standards of program quality and effectiveness that have been adopted by the CTC. An act to amend Section 44266 of the Education Code, relating to school employment.
• SB 274, Skinner. Suspensions and expulsions: willful defiance: interventions and supports. This bill prohibits the suspension or expulsion of a student enrolled in 6th through 12th grade in a public school on the basis of willful defiance until July 1, 2029, authorizes employees to refer students to school administrators for in-school interventions or supports, and requires that administrators document the actions taken in the student's record and inform the referring employee of those actions. An act to amend Sections 48900 and 48901.1 of the Education Code, relating to pupil discipline.
• SB 291, Newman. Pupil rights: recess. This bill, commencing the 2024-25 school year, would require a local educational agency (LEA), county offices of education (COE), and charter school, to provide recess for at least 30 minutes and prohibit school staff from restricting a pupil's recess, as specified. An act to add Section 49056 to, and to repeal Section 44807.5 of, the Education Code, relating to pupil rights.
• SB 293, Grove. Pupil assessments: California Assessment of Student Performance and Progress: statewide results. This bill requires the California Department of Education (CDE) to make the results of state testing publically available by October 15 of each year. An act to amend Section 60641 of the Education Code, relating to pupil assessments.
• SB 321, Ashby. Literacy: libraries: Local Public Library Partnership Program. This bill (1) establishes the Local Public Library Partnership Program, to be administered by the State Librarian; (2) requires the State Librarian to coordinate with each local public library to ensure each student is issued a student success card by 3rd grade; (3) authorizes local educational agencies (LEAs) to disclose student information to the State Librarian for the purpose of administering this bill; (4) requires the State Librarian to ensure partnerships are developed between local public libraries and LEAs; and, (5) requires the State Librarian to annually report to the Legislature on progress in issuing student success cards and increasing students' access to a library. An act to add Article 5 (commencing with Section 19340) to Chapter 7 of Part 11 of Division 1 of Title 1 of the Education Code, relating to literacy.
• SB 323, Portantino. Comprehensive school safety plans: individualized safety plans. This bill (1) requires that comprehensive school safety plans address accommodations related to relevant federal disability laws; (2) requires that the annual evaluation of those plans ensure appropriate adaptations; and (3) authorizes parents and others to bring a concern about a student's safety to the principal. An act to amend Section 32282 of the Education Code, relating to pupils.
• SB 327, Laird. State teachers' retirement: disability allowances and benefits. Reduces, effective on a date no later than January 1, 2026, determined by the California State Teachers' Retirement System (CalSTRS), the timeframe that a member of the may backdate their service retirement or service retirement during evaluation of a disability application from as early as January 1, 2012, or June 1, 2014, respectively, to up to 270 calendar days prior to when CalSTRS receives their application. An act to amend, repeal, and add Sections 24201.5 and 24204 of the Education Code, relating to public retirement systems, and making an appropriation therefor.
• SB 348, Skinner. Pupil meals. This bill requires schools to provide students with adequate time to eat following guidelines established by the California Department of Education (CDE); makes various conforming changes to the school meal program to implement the free universal school breakfast and lunch program; and, requires the CDE, in partnership with the California School Nutrition Association (CSNA) to develop guidelines to reduce the sugar and sodium content in school meals if the National School Lunch Program allows more added sugar or sodium than is recommended by the most recent Dietary Guidelines for Americans at any time in the future. An act to amend Sections 49492, 49501.5, 49503, 49512, 49531, 49531.1, 49547.5, 49557.5, and 49559 of, to add Section 49506 to, and to repeal Sections 41350, 47613.5, 49500, 49501, 49516, 49517, and 49550 of, the Education Code, relating to pupil meals.
• SB 350, Ashby. Pupil attendance: excused absences. This bill extends the time permitted for an excused absence for attending a funeral from up to three days to five days for each incident, expands the authorization from a funeral of an immediate family member to include a person determined by the student's parent to be considered immediate family, and includes accessing grief support or victim services due to the death of an immediate family member or close associate as an additional excused absence. An act to amend Section 48205 of the Education Code, relating to pupil attendance.
• SB 369, Nguyen. Pupil instruction: model curricula: Vietnamese American refugee experience: Cambodian American history and heritage. This bill requires that the model curriculum related to the Vietnamese American refugee experience include the period from the Vietnam War and the Fall of Saigon in 1975 to the year 2000, and modifies the model curriculum on the Cambodian Genocide to instead focus on Cambodian American history and heritage. An act to amend Sections 33540.2 and 33540.4 of the Education Code, relating to pupil instruction.
• SB 413, Bradford. School attendance: inter-district attendance. This bill requires county boards of education (CBE) to decide inter-district appeals within 30 calendar days and authorizes a class 1 and 2 CBE counties to decide inter-district appeals within 60 calendar days in specific instances that involve delays and scheduling conflicts initiated by the parent or home school district; and in cases where the application was filed outside the home school district transfer window. An act to amend Section 46601 of the Education Code, relating to school attendance.
• SB 432, Cortese. Teachers' retirement. This bill clarifies certain provisions of last year's • AB 1667 (Cooper) related to the recovery of pension overpayments from the California State Teachers Retirement System (CalSTRS) to retired teachers due to errors in reported compensation. An act to amend Sections 22325, 22326, 24616.2, and 24617 of the Education Code, relating to teachers' retirement, and making an appropriation therefor.
• SB 444, Newman. Community colleges: Mathematics, Engineering, Science, Achievement (MESA) programs. This bill requires the California Community College (CCC) Board of Governors (BOG) to adopt regulations for the establishment and implementation of Mathematics, Engineering, Science Achievement (MESA) programs. An act to add Part 52.8 (commencing with Section 88680) to Division 7 of Title 3 of the Education Code, relating to community colleges.
• SB 467, Portantino. Community colleges: apprenticeship or internship training programs. Prohibits a California Community College (CCC) student from being denied admission to an apprenticeship or internship training program because the student uses an individual tax identification number (ITIN), rather than a social security number (SSN), for purposes of any background check required by the class or program. An act to amend Section 79149.25 of the Education Code, relating to community colleges.
• SB 515, Stern. School facilities: shade structures. This bill limits the cost of complying with the requirement to provide an accessible path of travel to a free-standing, open-sided shade structure project to 20% of the adjusted construction cost, as defined, of the shade structure project. An act to add Chapter 9 (commencing with Section 17670) to Part 10.5 of Division 1 of Title 1 of the Education Code, relating to school facilities.
• SB 531, Ochoa Bogh. Pupil safety: local educational agency contractors: background checks. This bill exempts an entity that partners with a local educational agency (LEA) to provide student work experience from the requirement to have a valid criminal background check for all employees, as specified. This bill is an urgency measure. An act to amend Section 45125.1 of the Education Code, relating to pupil safety, and declaring the urgency thereof, to take effect immediately.
• SB 609, Caballero. Local control and accountability plans: California School Dashboard. This bill equires school districts, county offices of education (COEs), and charter schools to post the current school year's approved Local Control and Accountability Plans (LCAPs) on the performance overview portion of the California School Dashboard (Dashboard). An act to amend Section 52065 of the Education Code, relating to school accountability.
• SB 633, Gonzalez. California DREAM Loan Program: DREAM grants. Creates the California DREAM Grant Program to provide grants to certain students attending a University of California (UC) or a California State University (CSU) and allows UC and CSU to fund the program using unspent California DREAM Loan Program funds. An act to amend Sections 70032 and 70036 of, and to add Section 70035.5 to, the Education Code, relating to student financial aid.
• SB 648, Dahle. Education finance: average daily attendance: Mountain Valley Special Education Joint Powers Authority. This bill specifies that an employee of the Mountain Valley Special Education Joint Powers Authority (JPA) who possessed a valid certification document shall be deemed "an employee of a school district in the County of Shasta or an employee of the Shasta County Office of Education" to satisfying the supervision requirements for computing average daily attendance (ADA). An act to add Section 46300.3 to the Education Code, relating to education finance, and declaring the urgency thereof, to take effect immediately.
• SB 661, Bradford. Student Athlete Bill of Rights. Expands the rights that student athletes who attend an institution of higher education (IHE), as defined, and removes the requirement on IHE, to rely exclusively on revenue derived from media to defray any costs accrued from affording these benefits to student athletes. An act to amend Section 67452 of the Education Code, relating to collegiate athletics.
• SB 671, Portantino. School safety plans: dangerous, violent, or unlawful activities. This bill requires a local education agency (LEA), county office of education (COE),and charter school safety plans to include procedures to assess and respond to reports of any dangerous, violent, or unlawful activity that is being conducted or threatened to be conducted at the school, at an activity sponsored by the school, or on a school bus serving the school. An act to amend Sections 32282, 47605, and 47605.6 of the Education Code, relating to school safety.
• AB 721, Valencia. School districts: budgets: public hearings: notice. Requires that the notification of information related to the dates and location of which the public may inspect the proposed school district budget be published by the school district or county superintendent of schools on behalf of the school district in a newspaper of general circulation in the school district at least three days before the availability of the proposed budget for public inspection, and authorizes a school district to post the notice on their website. An act to amend, repeal, and add Section 42103 of the Education Code, relating to school districts.
• AB 723, Quirk-Silva. Pupil placement: special education: foster children: nonpublic, nonsectarian schools or agencies: school of origin. Defines "school of origin" for purposes of foster youth educational rights to remain enrolled in a school when a residential placement changes, to include placements in non-public, nonsectarian schools (NPSs), and requires an NPS, commencing in the 2024-25 school year, to provide assurances in its application for state certification that it agrees to serve as the school of origin of a foster youth and allow these students to continue their education in the school. An act to amend Sections 48853.5, 56366.1, and 56366.10 of the Education Code, relating to pupil placement.
• SB 760, Newman. School facilities: all-gender restrooms. This bill requires local educational agencies (LEA), County Office of Education (COE), and charter schools, maintaining any combination of classes from kindergarten to grade 12, inclusive, to provide at least one all-gender restroom for pupil use at each of its schoolsites, as specified. An act to amend Section 35292.5 of, and to add Section 17585 to, the Education Code, relating to school facilities.
• SB 765, Portantino. Teachers: retired teachers: compensation limitation. This bill amends the Teachers' Retirement Law (TRL) to temporarily increase the postretirement compensation earning limit; authorizes temporary use of an alternative framework for educational employers to hire retired members of the California State Teachers' Retirement System (CalSTRS); requires CalSTRS to submit a report to specific legislative committees; and, makes these provisions operative commencing July 1, 2024, with a sunset on July 1, 2026, among other provisions. An act to amend, add, and repeal Sections 24214, 24214.5, and 26812 of the Education Code, relating to teachers.
• SB 791, McGuire. Postsecondary education: academic and administrative employees: disclosure of sexual harassment. This bill requires the governing board of a community college district and the Trustees of the California State University (CSU), and requests the Regents of the University of California (UC), to require an application for appointment to an academic or administrative position to disclose any final administrative or judicial decision issued within the last seven years determining that the applicant committed sexual harassment. An act to add Sections 87604.5, 89521, and 92612.1 to the Education Code, relating to postsecondary education.
• SB 808, Dodd. California State University: annual report: sexual harassment reports: formal sexual harassment complaints. This bill requires the California State University (CSU) to annually submit a report to the Legislature related to sexual harassment reports, complaints, investigations, hearings, and appeals. An act to add Section 66282 to the Education Code, relating to public postsecondary education.
• SB 857, Laird. Advisory task force: LGBTQ+ pupil needs. This bill requires the State Superintendent of Public Instruction (SPI), on or before July 1, 2024, to convene an advisory task force (Task Force) to identify the statewide needs of lesbian, gay, bisexual, transgender, queer, questioning, and plus (LGBTQ+) pupils and report its findings to the Legislature, the SPI, and Governor by January 1, 2026. An act to add Section 219 to the Education Code, relating to pupils.
• SB 872, Min. Pupil enrollment: class size: report. This bill requires the California Department of Education (CDE) to publish a report annually on its website on the average class sizes in public schools. An act to add Section 33317.5 to the Education Code, relating to pupil instruction.
• SB 886, Committee on Education. Postsecondary education. This bill makes non-controversial, technical and conforming changes to various provisions of the Education Code (EC). An act to amend Sections 66022, 66770, 66771, 68101, 69551, and 89304 of, and to repeal Sections 69615.4, 69618.8, and 70108 of, the Education Code, relating to postsecondary education, and making an appropriation therefor.
