Judge Mark. V. Mooney has earned a reputation for his pleasant judicial temperament and fair and respectful treatment of counsel. Formerly a civil trial lawyer, specializing in medical negligence, product liability, insurance, he appreciates applying the law and zealous advocacy.

With more than 40 decades of combined legal experience as a litigator and judicial officer, including more than 27 years on the Los Angeles County Superior Court bench, Judge Mooney joined Judicate West’s exclusive roster of neutrals in 2022. For more than 10 years while in private practice, he focused on matters related to insurance and medical malpractice.
Judge Mooney sat on several departments for the Superior Court, serving most of his time in the independent calendar department. He was originally appointed in 1995 by then-Gov. Pete Wilson to the Los Angeles Municipal Court before being elevated to the Superior Court bench in 1998. Immediately prior to his appointment, Judge Mooney was an assistant U.S. Attorney for the U.S. Attorney’s Office for the Central District of California
As a trial lawyer and judge, Judge Mooney has served on panels, authored articles and been involved in several bar groups, including the Los Angeles County Bar Association (LACBA), the Association of Business Trial Lawyers (ABTL), and the American Board of Trial Advocates (ABOTA). He was named “Judge of the Year” by the Los Angeles Chapter of ABOTA in 2019 and the Consumer Attorneys Association of Los Angeles in 2010.
