The health insurance plan now known as Blue Shield of California got its start in 1939 with the help of a lawyer, Howard "Hap" Hassard, and the California Medical Association. Hassard served as outside legal counsel to the plan for decades. Over time, the San Francisco-based company became the state's largest nonprofit health insurer, with 3.5 million members.
