SANTA BARBARA and LOMPOC -- At a recent child support hearing that started at 10:30 a.m., Superior Court Commissioner Carol Lee Hubner noted that one attorney failed to make an appearance.

"The client did not want to go forward and requested a continuance," she explained later. "I went forward, issued a decision that day and made a good record of why I was proceeding."
